CONSTRAINTS

A constraint is something that cannot be changed.  When solving problems, you must understand that there are facts that you have to be aware of to solve the problem.

The following items serve as an example of things that cannot be changed. 

  1. Lake, stream, or river capacity
  2. Rainfall
  3. Climate
  4. Evaporation
  5. Number of people in a populated area
  6. Soils and Terrain
  7. Towns and cities request for water
  8. Mineral Rights
  9. Water Rights
